Key Decisions of BWF Council
The BWF Council met 28 – 29 August alongside the TotalEnergies BWF World Championships in Paris. This Notice provides you with an update on the decisions relevant to the membership:
- New Member – Vanuatu Badminton Association
- Additional Members of BWF Commissions
- Governance Regulations – amendments to Guidelines for Council / others
- Time Clock Regulations – Implementation week 47
- New BWF Member
Under Clause 12.2 of the BWF Constitution, the Council admitted the Vanuatu Badminton Association as a Member of the BWF. Please join us in welcoming our newest Member.
BWF now has 204 Members (including our 13 Associate Members).
- Additional Commission Members
In our Notice of 16 June (linked here), we reported that a new Committee / Commission structure had been approved by the Council. In Paris, the BWF Council approved some new members to the various Commissions. These were:
- Awards Commission: Charlotte Dew-Hattens, Kim Jong Soo
- IOC, IPC and International Commissions: Andoni Azurmendi, Nora Perry, Rudy Roedyanto
- Social and Humanitarian Commission: Jo’Anne Cassar, Taleh Ziyadov, Julie McDonald
The Council also approved the following external members for Commissions:
Governance & Ethics Technical Commission
- Nigel Skelt and Viktoria Tsvelanova
Para Badminton Commission
- Shamsul Azhar Shah
- Günter Klützke
- Marianne Loh
- Carmen Martinez

- Governance Related Decisions
The Council approved amendments to the Guidelines for Council related to the role of the Committees, Commissions and the Chairs / Deputies.
The main amendments are:
- Deleted references to the Executive Board (except Clause 10.1, 10.2)
- Define the role of Chair / Deputy Chair (Clause 12.5)
- Define the role of Committee Deputy Chairs (Clause 19.5)
- Clarify the roles of Secretary General (Clause 20.3)

Deadline for Proposals – BWF AGM 2026
The Council approved Friday 19 December 2025 as the Closing Date for proposals for the BWF AGM 2026.
Key Dates towards the BWF AGM 2026 in Horsens, Denmark are:
- Friday 10 October 2025 – Notice of the Closing Date for Proposals
- Friday 19 December 2025 – Closing Date for Proposals
- Friday 30 January 2026 – Deadline for 2025 subscriptions
- Friday 6 March 2026 – Notice of AGM / agenda / papers / annual report
- Friday 20 March 2026 – Deadline for amendments to proposals
- Friday 24 April 2026 – Members’ Forum 2025
- Saturday 25 April 2026 – 97th BWF AGM | Gala Dinner
- Sunday 26 April – 3 May 2025 – TotalEnergies BWF Thomas & Uber Cup Finals
- Events Related Decisions – Time Clock Regulations
Time Clock Regulations for Comprehensive Testing
Regulations to allow for comprehensive testing of the time clock at selected BWF World Tour tournaments have now been approved, following the principles already established by the BWF Council (e.g. 25 seconds between rallies, allowance to administer cold spray and other activities without the permission of the umpire, etc.).
These regulations will allow BWF to continue its testing of the time clock including the full application of the system where players must be ready to play the next rally within 25 seconds.
Attachment – Please find attached a document which summarises the updated regulations.
- It should be noted that for tournaments where the time clock is not being tested, these updated regulations allow players to administer cold spray to themselves with the permission of the umpire.
These regulations will take effect for tournaments in Week 47 2025 (18-23 November 2025).
More information and guidance will be provided to Members and their players in due course, in preparation for their participation in planned tournaments where the time clock system will be fully tested.
