Key Decisions – Council Meeting -13 November 2022
Dear Members and Continental Confederations
The BWF Council met in Kuala Lumpur on Sunday 13 November following five days of commission and committee meetings.

Governance Related Decisions
The BWF Council approved the following.
Substantial updates to Section 1.2.6 – BWF Safeguarding Policy (linked here);
Section 1.2.1 – Guidelines for Council, Executive Board Procedures – (linked here) – Inserted a new paragraph in Clause 10.11 related to the composition of the Para Badminton Athletes Commission :
No two elected members of the Para Badminton Athletes’ Commission shall come from the same BWF Member Association or Para-Sport organisation recognised by the BWF.

Awards 2022 / Award Regulations 2023
Player of the Year Awards 2022
- The BWF Council approved the short-list and winners of the BWF Player of the Year Awards 2022. These will be announced soon.
Hall of Fame
- The Council approved two iconic players to be inducted into the BWF Hall of Fame. The announcement will be made at a later date.
Administrator Awards
- The Awards Commission will announce the 2022 winners at a later date.
Award Regulations 2023
The BWF Council has approved changes to the regulations for the Player of the Year Awards for 2023. These changes will be communicated by separate Memo.

Section 5.4.1.2 – Regulations for Badminton Competition – Paris 2024.
Please find attached a copy of Section 5.4.1.2 – Regulations for Badminton Competition – Paris 2024. The regulations for the badminton competition at the Paris 2024 Olympic Games follow those of Tokyo 2020 Olympic Games.

Summary of Regulation Changes
The blow is a brief summary of the main changes – the summary document (linked here) details all changes made to the following sections of the BWF Statutes, including the following highlights:
Section 4.1.1 – Instructions to Technical Officials (ITTO)
ITTO Clause 3.5.17.4 / GCR Clause 11.3 – In exceptional circumstances, the referee can reduce the minimum interval between matches for a player, to no less than 30 minutes. This is intended for application at team tournaments.
Section 5.1 – General Competition Regulations (GCR)
GCR 13.1 – Sets time limits, depending on how soon for the team managers’ meeting, for a Member to accept or decline a promotion of one its players/pairs.
GCR 23.4 – “COACH” is now allowed on the back of the coach shirt/jacket.
Section 5.2.1 – Major Events Tournament Regulations Table
Updates to the regulations for he BWF World Senior Championships.
Section 5.2.2 – World Tour Regulations
World Tour Regulations Clause 8.2.2 (World Tour Rankings) – Starting 1 January 2023, only the best 14 results from BWF World Tour tournaments count, and of the best 14 results, a maximum of three BWF Tour Super 100 tournament results can count.
Section 5.3.1 – Tournament Sanction Policy
Updates to World Tour related sanction information for the new cycle 2023 – 2026.
Section 5.3.3.1 – World Ranking System
The Chengdu 2021 FISU Games (taking place in 2023) will count for World Ranking (as a Team Tournament) but will not count for qualification for the Paris 2024 Olympic Games.
Clause 7.2 – Team Tournament Rankings – Rankings for pairs can now include notional and adjusted ranking points as part of the calculation.
Section 5.3.6 – Player Commitment Regulations
Player Commitment Regulations Clause 4.1 – The protected ranking status is opened up to include players ranked in the top 32 of all events.

Para Badminton Regulation Changes
The Council approved many regulation changes which are detailed below and in the attached summary document. Please read the enclosed carefully and pass on internally.
Below is a brief summary of the main changes – see the link here for all of the regulation changes.
All documents will be in force on 1 January 2023.
Section 5.5. Para Badminton General Competition Regulations
- Added further regulations in regards to substitution/redraw for referees/td draw management
Section 5.5.3. Timelines for Para Badminton Tournaments
- Draw for Grade 2 Level 1 tournaments will be conducted one day before 1st competition day
Section 5.5.6. Regulations for Para Badminton World/Continental Championships
- Player eligibility for PBWC includes clearer rule on classification status
- Maximum number of player/pair per MA per event has been increased to four (4)
- Defined eligibility process for different phases of invitations
Section 5.5.9. Para Badminton World Rankings Regulations
- Point allocations for group, knockout rounds, wildcards has been updated
- Point allocation for players/pair not completing all matches in the group round has been updated.
- Point allocation for 3rd placing at multisport games has been added.
Section 5.5.10. BWF Para Badminton World Circuit Regulations
- Updated number of entries per event for Grade 2 Level 1
- Added further regulations for M&Q processing for Grade 2 Level 1
- Added re-entry process for Grade 2 Level 1

Paris 2024 Paralympic Games / Santiago 2023 Parapan Am Games
The Paris 2024 and Santiago 2023 regulation documents are based on the Tokyo 2020 regulations with some updates and changes made. Member Associations are strongly encouraged to read through the documents and pass them on internally.
